Donna Oberlander
Donna Oberlander, a partner with Rooney Novak Isenhour Group, has been a dedicated and committed public servant for over 21 years. Oberlander served in the state government as a member of the Pennsylvania House of Representatives from 2008 to 2024 and in county government, as a Clarion County Commissioner from 2004 to 2008. She served multiple terms in Republican Leadership, including as the first woman to serve as Republican Whip (2020-2022) and Policy Chairman (2018-2020). She also served 2 terms as Caucus Secretary (2015-2018).
Donna’s political career began as a grassroots field staffer and campaign manager for her successor to House District 63 before working as a legislative outreach specialist in the district office.
As a former small business owner and an economic development professional, Donna serves as a member of the Pennsylvania Small Business Development Center (SBDC) Advisory Board. Her experience as a certified finance professional, and business outreach manager with Clarion County Economic Development Corporation, as well as her small business ownership has helped her to work tirelessly for the benefit of entrepreneurs and business owners. In recognition of her strong advocacy, Donna earned consecutive “Guardian of Small Business” awards from the Pennsylvania chapter of the National Federation of Independent Business (NFIB).
Donna serves on the Council of Trustees for Pennsylvania Western University and has recently served on the boards of the Heinz History Center, Women In Government and Clarion-Jefferson County Community Action.
Donna was named to the 2022 PA Power of Diversity Top 100 Women from the City and State Magazine and numerous other awards over the years to include, Be Someone for Kids in 2022, Rural Health Legislator in 2019 and Recovery Champion in 2019.
Donna is married to her husband, Derek, a United States Marine Corps veteran, and they have two adult children, Tori and Tanner.
